This Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property is only valid for those countries who have signed this agreement, and it is also not retroactive! This is aconvention an not a national law; each nation has to adapt the meaning to it's own national law!
